Copyright Notice: Neko RO Server
This serves as a warning that Neko RO Server has established its own rules and guidelines.
The content, rules, and sentences created for Neko RO Server are protected under the Intellectual Property Code of the Philippines (RA 8293).
Unauthorized reproduction, distribution, or modification of this work, in whole or in part, is strictly prohibited.
It is explicitly stated that no other RO private servers may copy or replicate the rules and content of Neko RO for any purpose. Violators may face legal action under Philippine law.
This notice is for the benefit of all RO servers, emphasizing that each server has its own unique regulations that must be respected.
Any attempt to misuse or imitate Neko RO’s content will result in legal consequences, in accordance with the laws of the Philippines.
Be careful when spreading misinformation or harassing people online.
The Anti-Bullying Act of 2013 (RA 10627) addresses school-related bullying, particularly student-to-student interactions, including activities conducted on social media. "Bullying" encompasses any severe or repeated use of written, verbal, or electronic expressions, or physical acts directed at another student that instills reasonable fear of physical or emotional harm, damage to property, fosters a hostile environment, infringes on another's rights, or disrupts the educational process (Sec. 2, RA 10627). When these actions occur online, they are categorized as "cyberbullying" (Sec. 2-D, RA 10627). This also includes social bullying, which aims to belittle others, as well as gender-based bullying that targets an individual’s sexual orientation or gender identity (Sec. 3, B-1, RA 10627, Implementing Rules).
Penal Code and Cybercrime Prevention Act
According to the Revised Penal Code and the Cybercrime Prevention Act, individuals who publicly and maliciously accuse others of a crime, defect, or any act that discredits them may be liable for libel (Art. 353, RPC). If this occurs in an online context, it can lead to harsher penalties (Sec. 4(c-4), RA 10175). Only the original author of the defamatory post is held liable for cyber libel (Sec. 5(3), Implementing Rules of RA 10175), meaning that those who simply like or share the post are not legally responsible under this law.
Slander and Intriguing Against Honor
Slander may also apply when defamatory statements are made in a moment of anger (Art. 358, RPC). Similarly, the act of Intriguing Against Honor can be invoked when someone's intention is to damage another's reputation (Art. 364, RPC). However, for such claims to be actionable, the post must target a specific individual, making vague or blind items less actionable compared to named accusations.
Civil Code on Damages.
The Civil Code on Damages allows individuals affected by defamatory posts on social media to seek damages (Art. 2176, Civil Code). Posts that invade another person's privacy, disturb familial relations, or humiliate someone based on their religious beliefs, social status, or personal condition may also be actionable (Art. 26, Civil Code).
Labor Code
The Labor Code permits termination of employees who spread rumors or engage in intrigues against colleagues or superiors, or partake in actions akin to cyber libel, slander, or invasion of others' privacy, especially when such behavior is outlined in company policy (Sec. 5.2(g), D.O 147-15).
General Information
These laws apply only to individuals directly targeted by such posts who are aware of the content directed at them.
While freedom of speech is a fundamental right, it is not without limitations. It is always wise to use our words and actions for meaningful intellectual discourse rather than risk legal repercussions. Ultimately, the power of the mind should be more formidable than any sword.

Guidelines for Respecting Game Masters (GMs)
Always show respect towards Game Masters (GMs). Any form of insults or verbal harassment directed at a GM or the server will not be tolerated. Refrain from making unfounded accusations of cheating or power abuse against a GM without valid evidence. If you have concerns about a GM's behavior, please report directly to the admin or development team without spreading unfounded rumors, as such actions are unacceptable.
Do not request to become a GM or Sub-GM
We carefully select our staff, and we will contact you directly if there is a need.
GMs and Sub-GMs are human too.
Please refrain from bothering GMs unless you are certain that you cannot resolve your issue on your own. First, check the forums or Discord to see if someone else has already addressed a similar problem before reaching out to a GM.
Impersonation (@deleted-role)
Impersonating a GM is strictly prohibited, including the use of names that begin with "GM" or any similar variations.
Impersonation & Harassment (@deleted-role & @Guild Executives)
Do not impersonate other players, and refrain from creating offensive or insulting guild, character, or group names. Harassment of any kind, whether verbal or sexual, is strictly prohibited. Keep in mind that players of all ages participate here, so respect is essential. Violations may result in penalties.
Selling items for Real Money Trading (RMT) is strictly prohibited!
Any form of vulgarity, discrimination, harassment, or insults towards other players (including offensive character, party, guild names, and logos) will not be tolerated. Additionally, fraudulent behavior during commercial exchanges, such as using misleading shop names or retracting/disconnecting before completing a deal, is strictly forbidden.
Mentioning Other Private Servers
Discussing or mentioning other RO servers in-game is strictly prohibited.
War of Emperium Rules | Guild Naming and Emblem Rules
Do not create a guild with a name similar to an existing guild, nor use an emblem that is already in use by another guild. Additionally, changing or removing your guild emblem during War of Emperium is prohibited (this rule is enforced server-side). The transparency limit for emblems is set to a maximum of 60% transparent pixels (server-side), and emblems that are difficult to see are not allowed.
Disciplinary Actions.
First Offense:
For personal trash talk aimed at a player or group of people as a provocation, a 5-minute mute will be issued.
Griefing and repeated mini trash talks, whether aimed at someone or not, are considered offenses. The GM will determine the appropriate sanction for the player.
Deliberate violations of in-game rules will be counted as an offense. The GM will decide on the sanction.
Second Offense:
If the player repeats the behavior after the first offense, they will receive a 5 to 24-hour jail time and a mute.
An explanation will be provided by the staff to clarify the reason for the punishment.
All staff members will be informed of the player’s punishments.
Third Offense:
A 1-day initial ban (GEPARD BAN + ACCOUNT BAN) will be enforced if the player continues to violate the rules despite multiple warnings.
Additionally, a 1-on-1 discussion with a GM on Discord will be conducted, along with an ultimatum.
Fourth Offense:
If the player violates the rules again after receiving an ultimatum, the ultimatum will be enforced. Typically, this results in a permanent ban of all accounts, along with GEPARD and IP bans.
The ultimatum is decided during the 1-on-1 conversation with a GM following the third offense. The severity of the ultimatum will vary depending on the offense.
Additional In-Game Rules for 3rd Party Programs @deleted-role
Macros: Macros are allowed, including automation for processes such as simple macros, skill macros, macros for Cap Claw, enchantments, etc.
Bots: Bots are NOT allowed. This includes any automation that provides a significant advantage over other players, such as Whack-a-Mole Macro Bots or similar automation tools.
NDL Program: The use of NDL (No Delay Loader) is NOT allowed. This program, which bypasses client-side delays, is prohibited. Note: NDL cannot bypass server-side hard delays.
RCX Features: RCX features are NOT allowed. This includes hacks such as Maya Purple Hack and job sprite filtering.
Reporting 3rd Party Programs: If you suspect a player of using unauthorized third-party programs, report it with PROOF on our forums or directly DM @deleted-role with your report before posting it on the forums.
Counter Video Requirement: If there is strong evidence suggesting a player is using third-party programs, they are required to provide a "Counter Video" to prove their innocence.
Counter Video Requirement: Show the computer name and the user logged in on Windows. Display all open programs during the video. Demonstrate the tools being used during the video. Record the screen showing the actions relevant to the accusation.
Intellectual Property Code of the Philippines (RA 8293)
English Under the Intellectual Property Code of the Philippines (RA 8293), copyright generally does not cover titles, names, or short phrases. Titles themselves cannot be copyrighted as they are too brief to be considered a creative work. However, if a title is highly unique or well-known, it may be protected under trademark law or unfair competition law.
Example Scenario: Same Title, Different Content: If a book or movie has the same title as another, but the content is different, it would not immediately be considered a copyright violation, especially if the title is not trademarked. However, if the title is deliberately used to deceive people or falsely suggest a connection to the original work (known as "passing off"), it could be regarded as unfair competition.
Batas sa Karapatang Ari ng Pilipinas (RA 8293)
Tagalog Sa ilalim ng Intellectual Property Code of the Philippines (RA 8293), ang copyright ay karaniwang hindi sumasaklaw sa mga pamagat, pangalan, o maiikling parirala. Ang pamagat mismo ay hindi maaaring makuha ng copyright dahil ito ay masyadong maikli para ituring na isang likha. Ngunit kung ang pamagat ay napaka-unique o kilalang-kilala, maaaring ipaglaban ito sa ilalim ng trademark law o unfair competition law.
Halimbawa ng Scenario:
Same Title, Different Content: Kung mayroong libro o pelikula na may parehong pamagat, ngunit iba ang nilalaman, hindi ito agad na maituturing na paglabag sa copyright, lalo na kung wala itong trademark protection. Pero, kung ang pamagat ay sadyang ginamit upang malinlang ang mga tao o magpanggap na may kaugnayan sa orihinal na likha (parang "passing off"), maaaring ito ay maituturing na unfair competition.
